Where would this Franchise Perforance Director come from and to whom would he report? These kinds of deliberations have to be kept confidential so as not to tip one teams hand to a competitor. What would be the criteria this arbitor would use to determine if it was sound "investment"? What kind of protection would this person receive from the fans and press when he nixes a request to sign a Gretsky-caliber player because they cost too much to be considered a sound financial play?
