Which is why welfare should be limited and temporary. Here in Michigan you're limited to 48-months lifetime for welfare. I'd say that's more than generous enough.

That does seem reasonable to me, in general. I believe Clinton implemented such a plan (wasn't it two years??). Though I suspect trying to deal with the exceptions would be problematic (there are always weird cases that arise that people may argue should be an exception).

This table would indicate that 80.4% of folks are on welfare less than 5 years.


I do believe that a large percentage of people on welfare are children. I'm sure you don't expect them to pull themselves up by their bootstraps, so what about them? Four years only?

This article indicates that over 46% of recipients are children.
