Who thinks there is no technical reason an ATM can't check your balance and provide a low balance warning but that there is no regulatory requirement to do so, and at some point if you risk cutting it that close, you are going to get cut...

This doesn't guarantee that a withdrawl will not result in an overdraft. Only the current balance can be checked. There is no way for the bank to know if there are checks outstanding or if other transactions are pending.

If you are running your checking account so close that a $10 withdrawl may overdraft the account, then the customer really needs to be keeping very close tabs on the account.
