Why am I not surprised that the much-vaunted Washington State high-risk that Republicans put in place has the highest premiums by far, even higher than Sarah Palin's Alaska. (see page 4 of the report)

The Washington Republicans are wimps. True "I got mine, let all die" Republicans in Arizona provide no high-risk option at all.

My plan would eliminate the "high risk" pool. All applicants get the same (age adjusted, gender adjusted) rate. True, this means that those without pre-existing conditions subsidize those with same. In most cases, this is fair. You didn't ask to have a tumor in your stomach five years ago, now did you?

I might re-consider risks which were a result of doing known health risk activities, such as smoking of overeating.
