Why are these funds in an IRA at all?

The $40 annual maintenance fee more than wipes out any tax savings you get from having the money in an IRA.

The IRA is only worthwhile if you can fund it enough so that the tax savings is greater than the fees!

If I were in such dire financial straits that I couldn't contribute anything to IRAs of that small balance, I'd liquidate them!

BTW - Vanguard's fees are higher than $10 per year. I figure $20/year for EACH FUND you own.
