Why in heaven's name does a 787 need a battery? Why not just have an on-board generator provide the needed power when the engines are not running?

Is there some kind of regulation that prevents this?

On board generators are common on military aircraft but they of course don't need to make a profit. The mantra behind the Dreamliner appears to be to keep the weight and therefore cost of flying them to an absolute minimum? I saw an article yesterday that Boeing saved a grand total of 62 pounds (one slightly overweight suitcase) by using the newer technology vs. the tried and true old tech ones.
