Would it it make more sense to move the food production to the water? IIRC the vast majority of fresh water consumed is for agriculture.

That's not the USian way: whine for the TV cameras about their "plight" and cry for the gummit, the one they don't want to pay any taxes to, to "do something". Then spread some "protected free speech" around so the government takes water from where it is, and gives it to you so you can farm your desert.

I have been in Pinal County. When my mom retired she moved to Florence, the county seat. Pinal County is desert. I drove on a bridge over the Gila River...a bone dry gulch. Maricopa County includes Phoenix, also desert.
