I didn't see any mention of when he bought these stocks.

It makes a huge difference in the situation if they were still being bought recently or if they were all bought 30 years ago and were slowly being sold.

In trying to figure out the situation, keep in mind that while the while the ones that are left don't look very appealing at first glance, the ones that were sold over the years might have done well enough to more than make up for these.

With an estate that size I would assume that a lawyer is being used. I would talk over the situation with that lawyer to see what his or her recommendation is.
