Would you seriously contend that of the 60+ potential occupants of the bus..... none of them could drive it?

My wife grew up in NYC, I grew up in upstate New York.

I was behind my peers in that I got my license when I was 17.

She was ahead of her peers in that she got her license when she was 22. In fact, of her peers, the majority still do not know how to drive.

So sure, I can contend that even if the bus magically teleported from the compound to the potential occupants, there could indeed by a lack of drivers.

I'm not saying the mayor even tried to find drivers, I'm saying anyone who slams him without finding out is no better than those who have slammed the Federal goverment without checking their facts first.
