Wouldn't it be nice if instead they used the money to build stuff that makes the economy and people's lives run better... you know like nuclear power plants, bridges, high speed rail, modern air traffic control systems, schools ....

In the present US political climate, such infrastructure spending, with many people paying for an investment that benefits a minority of the population, is demagoged as "pork", while military spending is supported by massive propaganda about the Islamic boogyman, just as it was supported by fear of Godless Commies 40 years ago.

Two Minutes Hate, from George Orwell's novel Nineteen Eighty-Four, is a daily period in which Party members of the society of Oceania must watch a film depicting the Party's enemies (notably Emmanuel Goldstein and his followers) and express their hatred for them.

The "Two Minutes Hate" is now known as the evening news.

There is also the problem, expressed in "1984", that productivity is so high that more durable goods can be produced than can be used, leading to a collapse of manufacturing and massive layoffs, with attendant civil unrest. Endless war, made acceptable by propaganda, is the only "socially acceptable" way to destroy massive amounts of manufactured goods so people can be kept employed making more.
