Yeahhhh... However, if Phelps and other leading swimmers strapped little engines in their speedos, paid the referees to look the other way, put rocket fuel in the engines and used them to cut world record time in half, that *would* be a 'failure of swimming', now wouldn't it?

Especially when the engines malfunctioned and drove the swimmers headfirst into the wall, causing paralyzing and extremely expensive medical treatment?

That's why many economics professors are economics professors.
