Yes, anyone can speculate as to what the fixed rate component of the I-bond will be.

30-year TIPS are trading at about 3.4% yield, so I-bonds should be in roughly the same ballpark, with some differences I suppose due to the tax deferral benefits and purchase limits for I-bonds. If the I-bond yields were to drop much below what they are now, one could just pick up the TIPS instead.
