Yes, it could just mean agreement, or be a political statement against another poster as much as it is for the rec'd poster. I haven't thought it all through, but an algorithm could be developed to rank posts based on utility / citation / revisit / reference / linkage and may or may not include recs.

For example, Slashdot has an excessively annoying and complicated system for ranking posts and I don't think it works all that well. If the fool could experiment and do better, I think they should.
