You are assuming that the inner city car is owned and therefore the owner will rest. If the car is rented, then it could be nearly continuously in service ... not every car, but some.Also, don't forget that with a very large percentage of the price of the car in the battery, the owned battery is a time bomb waiting for a nasty surprise. With heavily used rental cars, this is all the more the case.
