You *cannot* report an inquiry on someone's report without actually pulling the report. The only thing a hard inquiry even means is that "We pulled this credit report at customer request for the purpose of evaluating whether to extend credit to them". It does not mean "This customer has requested a credit relationship with us".

Many of the big banks are predictable with regards to their CRA of first resort (often on a per-area basis -- check the CreditBoards credit pulls database), but most have backups because they would rather strongly not like to have to lose a customer just because they are unable to locate their records in one location.
