You could do it 'New York' style and buy the building vacant (ie current owner gives bad news). If you do that you will be able rehab the building if that is part of the plan. Otherwise you will have to deliver the bad news.

BTW it is possible that the $800, is wishfull thinking, or the place is superior in some manner. I think you need to look at more places to determine the market rent.
