You definitely shouldn't liquidate the IRA. The 10% penalty you'll have to take, in addition to taxes, will make the transaction a net loss for you.

Liquidating the DRiP depends more on how disciplined you are about paying off the debt and how much it bothers you. My personal feeling is that the few months it cuts off of your repayment schedule probably aren't worth the trouble of selling the DRiP.
