You didn't give a link, but if they're using the method implied by the tidbit you gave, it's hardly new. Multinational corporations have ways of exporting profit (so to speak) to low tax countries as a way of making it appear that little/no profit is made in the actual country of sale. IBM was in the news for this about 20 yrs ago as Gerstner began large scale financial engineering.
