You might also have some limited liquidity (10-20%) during the surrender charge period that would allow you to rollover piecemeal for awhile.

As a bit of a tangent, I find it almost criminal that the majority of the 403b marketplace uses annuities (with the extra 1.x% in fees) for their retirement programs and no one, not regulators, not employers, not any elected official seems to care about all that waste.
