If you and your calculator are doing the same steps, you WILL get the right result. So either your calculator is wrong or you are doing the steps wrong.

I use PV = F * c/i * (1 - 1/((1+i/m)^T)) + F/((1+i/m)^T)

F = 100
c = .06
i = .0545 (not sure about this one; we need the rate compounded semiannually; you didn't state how often your 5.45% was compounded)
m = 2
T = 14

100 * 1.1 * (1-0.686) + 100 * 0.686
34.5 + 68.6 = 103.1 or 103-3 as it's usually quoted in 32nds.
