You need to take this up with the folks in HR who administer employee benefits. Ultimately it is they who will have to deal with Fido and get better fund options in there. My 401(k) plan is also with Fido and we actually have quite a few good 4-star and 5-star funds with reasonable expenses, as well as the Fidelity Spartan S&P 500 index fund. So I know it's possible to craft a good 401(k) with Fidelity.

Your HR people just need to get them.
