The choice between corporates and treasuries has to do with how long the bonds run, how much risk you are willing to accept, and how much yield you need. Top rated AAA bonds are very safe, but not as safe as treasuries. Hence, treasuries give you lower yield. Investment grade bond go down to BBB. The more risk you take the higher the yield.

So what is the purpose of your bond ladder? If preservation of capital, treasuries (or FDIC insured CDs are safest). If income, then a blend of investment grade corporates can be better especially if your investment exceeds about $25K.

Bond usually must be purchased from a broker or a bond dealer. Discount brokers also offer bonds. They are competitively priced, so make the best deal you can in buying bonds.
