Your brother lives in a rural area--so there are cheap vehicles for sale. Old pickups work for him--and they are cheap for that reason. But they won't really work well in the city. "City Slicker" pickups sell in the city--but who would buy those overpriced turkeys? NOT cheap. But then again, in the city a car is almost always 100% optional. In NYC it's a liability, and worse than public transit in terms of cost, time and convenience if you need to get around Manhattan.
