Your first paragraph is correct, and my only guess at an explanation is that the lawyer meant to say (and perhaps said) that he could leave $675,000 to his two sons. He can; that's $337,500 for each son. He could not have meant he could leave $675,000 to Son #1 and another $675,000 to son #2 and so could his wife, all free from gift/estate tax; that's just not the current estate tax law.
