You're right that Arnold's advice does sound similar to Atkins' maintenance phase. It's very interesting to see where there appears to be some common ground here. I wonder, does Atkins (or for that matter, do any other low-carb plans) recommend increasing carbs slightly when exercise is part of your routine?

Yes, though it's not put exactly that way.

First, exercise, at least moderate excercise, is integral to Akins (at least 30 minutes, four times a week.) It's not so much that with more excercise more carbs are recommended, it's that with more excercise, more carbs are allowed.
