Yup, it's if you work for wages that you pay FICA, and not otherwise. The wage payer might be yourself, if you have a home business. So, suppose you're retired but become bored and get a part-time job at the Publix. You would pay FICA on your income from Publix, but not on your income from interest and dividends, nor capital gains, nor Social Security income you are collecting.
