... am thinking of using 50% of the IRA value to purchase VINFX and the other 50% made of various stock (BioTech/retail/svcs etc). Is this a good mix?

That is exactly the mix that I follow and it has worked very well for me. For me, the index fund acts as a core holding and provides diversification. The 50% I have in stocks allows me to zero in on specific sectors and companies that I believe will do well over the years (e.g., GE).

The only thing I might recommend is that you put more than 50% into the index fund. 50% for me is kind of a minimum. But that's just my opinion.
