... when it comes to policies to stop the spread of the virus and to protect and restore the economy (as well as protect the world from a looming climate emergency), he should simply declare an emergency and take whatever actions are necessary.

No. Absolutely not. That just provides fuel for the GOP arsonists to work with.

I would counsel playing a much better game of hardball. Present actual legislation. Get it introduced in Congress. Then, if it is blocked, hit the airwaves. Take it to the court of public opinion. Explain the legislation simply and effectively. Explain how it would help - preferably how it would specifically help people in Republican strongholds. You don't need to sell it to your supporters, you need to sell it to those who didn't vote for you. Mention your support groups as little as absolutely possible. Make the blockage of this legislation the fault of the GOP. Mention the blockers as much as possible. Ask the audience to contact their representatives, telling them to get this beneficial legislation passed.

The same idea works even if legislation isn't involved. Talk directly to the people who didn't support or vote for Biden. Explain how the policy helps them. Keep it simple, direct, and to the point. And make sure the policies actually do help.
