1. Yes, the annual amount is adjusted for cost of living, but stayed the same for 1999 as it was for 1998 at $10,000.

3. Absolutely. The only thing is that the deductibility of the IRA money is effected by other qualifying retirement plans (inc. 401k) and by your adjusted gross income.
