Pawn shops go through the exact same background check as a normal gun store. You fill out standard government form - check ID - have them certify they are not a felon or adjudged to not be able to own a gun for any reason.

It's no different than a big gun store.

Of course, pawn shops deal in USED guns that sell for less than new guns.

Just like used car dealers. They still check your ID - likely run a credit check. Might check your car insurance....too....
