2) A protest vote, if strong enough, tells the parties in power that they need to make some reforms. Votes for Perot which may have cost Bush his re-election clearly reminded Republicans that they have to pay attention to their base and put in at least an appearance of caring for them...

Perot didn't steal from the Republican base. If I'm not mistaken, Perot supporters were mainly conservative-leaning "independents."
