We would like some recommendations regarding which stock fund to specify for my 403(b) retirement fund. I am a teacher and have the following options through STRS: 1) S&P MidCap Index Fund; 2) S&P 500 Index Fund; and 3) S&P SmallCap Index Fund.

You might want to start by reading the Foolish 401k guide. The 403b is not quite the same, but most of the investing advice still applies:

The Fool is real big on index funds, usually the S&P 500 Index Funds. Do your own research, read up on the Foolish 401k's, and then make your own decision. You might put the bulk of it into the S&P 500 Index Fund (75-95%), and a small percentage into the S&P SmallCap Index Fund (5-25%), depending on your risk tolerance. That is just one suggestion, but do your own research through the Fool before making a decision.
