501c3 is correct, harware manufacturers are hardware manufacturers. It is not like Sony is creaing their own video cards, but picking one particular card for their system. The debate between PC vrs console games in technical terms works as such.
The advantage of the PC is that you get to choose which hardware you want to use in your system. High end vrs low budget, it is configurable. his makes the PC more flexable.
The advantage of the console is that you DO NOT get to choose which hardware you want to use. The advantage of this is that since the system does not have configuration changes to deal with, there is less firmware code in the BIOS (where hardware talks with software.) Since the BIOS layer is thinner it is far more efficiant and faster.
Again, while I have not researched who has what, it is not likely for a console manufacturer to go through all the trouble and millions of dollars to develop their own chips for various hardware systems, but instead to contract this through different companies. The question then becomes, which console companies will NVDA license with and how many? Will they get a corner on this market or not?
