I’m guessing the best way to look at this is that the ship was pledged, the way a house would be against a mortgage, and they are taking about the marshal seizing the property upon foreclosure of the lien. The property is currently in a location where the marshals have no jurisdiction.
The press had fun with the term “arrest” when referred to a movable piece of property, rather than a person.
