If I were you, I'd just sign up for a new low-rate card, transfer the balance when the new account opens, and then cancel First USA. Why would you want to deal with a company that demands you show them a competing ad? What a crock.

Alternatively, you ought to be able to use that web site as the "commercial advertisement" that First USA is demanding you show to them before lowering your rate. Also check out Yahoo, which is offering an affinity card with a 9.99% fixed permanent rate (of course, the rate will float with the prime rate...). Yahoo is aggressively marketing this card, and you should find banner ads for it all over Yahoo's web pages.
