Can I open up a Roth IRA (assuming I am within income limits, etc.) thru a discount brokerage (like E*Trade) and apply the Dow Approach?

Would I just cut a check for the stock transactions (each year), while the Roth IRA just keeps growing?
You make the annual contributions and then all stock transactions take place within the account.
