I guess it is supposed to make one feel better that Bush is not wasting a surplus, but actually continues to set records overspending that literally dwarfs any overspending by his predecessors with perhaps the exception of Reagan. He is overspending on the wrong things (we need more "butter" versus "guns") and will massively increase the overall national debt more than any President other than Reagan.

Well, I'll agree that he is overspending. But at least he is overspending - at least in part - on stuff that the national government is actually authorized to spend money on. If we were to eliminate all expenditures he is maintaining that are NOT authorized by the Constitution, the national government's budget would be in surplus.
