The IRS does not file a tax lien on a particular property. They file a Notice of Federal Tax Lien at the county courthouse where they think the debtor may own real estate. Other people attach the FTL to a paricular property. Other people may be title companies, credit bureas, employees at the courthouse, etc. Who exactly sent you this letter you mention? As a former IRS employee in collections I know the IRS cannot do a thing for you as they have not created the problem for you. They created a problem for you mother and her estate only.
