It is not the Roth IRA (the struture) that is the problem. It is the investment and maybe the alternative investments possible with the present plan administrator.

You certainly show work on finding a better investment. If that means you have to find a different administrator then that is what it will take. If you chose the last investment then consider what you need to do better so that you have better success. It might be the best way to improve the returns is to buy a book or two and then decide what to do with the funds.
