Because it is a small part time job the amount hits state always and federal never...even if claiming zero exemptions.

Sounds like this is it.

There's a line on the federal W4 to ask for additional withholding in dollars. I.e. she could claim zero exemptions and ask for $20 in additional withholding per pay period (or whatever works for your situation). That may be an alternate to adjusting your withholding to compensate for her job. But either works okay.

The 529 tax deduction probably explains the rest of it.
