I was somewhat surprised that she recommended I consider reducing the 401K and starting a taxable IRA.

Let's start with a clarification. What exactly do you mean by a "taxable IRA"?

From your description, it sounds like you might be talking about investing outside of IRA accounts. Or you do really mean putting money into a traditional IRA that is not deductible?
