But, can entropy be reversed?

Locally, it can.

For example, take a deck of cards and thoroughly shuffle them. This increases their entropy. Then manually go throught them and sort them into order. This lowers the entropy of the cards. The effort you expend to unshuffle them increases the entropy of the universe, however.
