I think it's the other way around. If you go to a Wal-Mart in WA State along the border they ask if you're a Washington resident. If you can show proof of Oregon residency (e.g. Oregon driver's license), then they don't charge you sales tax. The idea is that they still want to get Oregon shoppers in WA State who would be deterred by the sales tax.
