As an aside: it was Ronald Reagan who wanted to "reduce" the government so he systematically went about getting rid of federal workers and replaced them with contractors. George W. Bush was the King of Federal Contractors, though. The size of government doesn't go down with fewer federal workers. Contracting is more complicated and overhead goes up. WAY UP. After all, contractors work for a company that wants to make money.
