In short ----the criminal penalties were both appropriate and effective

So powder cocaine was not an epidemic? It is a shame how blatantly racist that law was. The addiction were same, just one type of addiction was criminalized and that allowed arresting colored people and it became a self fulfilling...

Conveniently you skipped addressed opioid's. Even the drug peddlers, drug cartel (or pharmacies, if you wish) no one is charged criminally.

Anyone arguing that there is no racism should look at this honestly.
