I grew up in coal mining country. When union mines are involved, coal mining is a low skilled job that pays well with a good health and benefit package. In general, coal miners do not want to be re-trained. They did not get any special training to get the coal mining job and some do not even hold high school degrees. Intellectual laziness is common in this group. They may not have done well in school, didn't like it, and don't want to have to take training now. While this kind of plan sounds good to people who have benefited from education, it has never been a plan that appeals to many unskilled, displaced workers.
