Hays' fundamental reason for optimism is global: "It will take massive new
 capital investment to put at least a billion starving people to work in 
productive jobs. It will take massive capital investment to produce the 
products that these new consumers will be seeking. And guess what, those 
funds are now still a little nervous, but with the low volatility, and low
 interest rates, they will continue to seek a better home for their 
assets. That home will be in growth."
