A new paper from the U. of Chicago Energy Policy Institute was recently released on the effectiveness and costs associated with renewable portfolio standards (RPS).


The release was of this paper was to solicit comments. This is only a working paper and needs much work to make it more readable. IMO the University of Chicago and NFS do not stand behind this paper as this time.
