a.) transfer it to my new company's 401k? (they only match $.25 on the dollar)

The matching doesn't affect your decision to roll your 401k over or what, because they won't match rolled over funds, just payroll deductions.

Whatever you decide to do, make sure you get all of those matching funds once you start contributing.

b.) put it into some kind or IRA (managed, stocks, index fund, self-managed)?

Personally, I favor (b).

c.) take the tax hit now and go on a whirlwind tour around the globe.

Not unless you can really do it in style :)
