According to data from the Aqueduct project at the World Resources Institute, two European countries, Moldova and Ukraine, have the highest risk of drought globally.

Interesting. In their 1.5° degree special report the IPCC included a figure (Figure 3.12) showing the projected changes in precipitation minus evapotranspiration (P-E).
Of the 20 regions 13 are expected to have increased P-E. Looking at the uncertainty shading, only one area (the Mediterranean) shows any certainty of a decrease. For the United States, the Western area is either no change or an increase. The Midwest shows no change, and the East has an increase.
